What It Is
Every platform that moves money and official documents needs somewhere the rules are set and the record is kept. Cedar Command is that surface — the only one in the platform with an administrative panel, and the only one behind mandatory two-factor authentication.
It is where Mukhtars are onboarded and tiered, where service pricing is configured, where settlements and payouts are reconciled, and where an audit log records what changed, when, and by whom.
It is a staff console, not a customer product. It is listed here because an investor should be able to see that the governance layer was designed at the same time as the citizen app, not bolted on after the first dispute.
What It Does

Pricing and service configuration
What a service costs and which category it belongs to are set centrally, not renegotiated per office.
Settlements and payouts
Money collected from citizens has to reach the right operator. This is the reconciliation surface for that.

Operational visibility plus an immutable record — the two things a government-adjacent platform is judged on.
Mandatory two-factor authentication
The only surface in the platform that can change pricing or move money is also the only one with 2FA enforced, not offered.

Status, Stated Plainly
Pre-launch. Zero Mukhtars onboarded. No Ministry of Interior recognition held — it is being pursued, not claimed. No partners signed.
Working code for all three applications already exists, built during a prior venture. Its IP ownership is being settled with counsel, and nothing about the platform is represented as owned until that closes.
C.I.S. Services s.a.r.l. itself is not speculative: a Lebanese company registered on the Beirut Commercial Register on 22 May 2012, active, owned outright by Carlos Kfoury with no partners and no shareholders.
